ARTICLE 81 : VEHICLE MECHANISMS, COMPONENTS AND DEVICES
1. Motor vehicles must be equipped with a steering system, which allows the driver to easily, quickly and safely change the direction of his vehicle.
2. Motor vehicles, three-wheeled vehicles, motorcycles and mopeds must be equipped with at least one mirror, placed in a position that ensures the visibility of the road behind the vehicle.
3. Motor vehicles, agricultural machinery and construction machinery, which move on the roads must be equipped with at least one audible warning device of sufficient volume, and three-wheeled vehicles, motorcycles and mopeds with a similar device of lower volume. The sound, which is emitted by the sounding instrument, must be continuous of that tone and not piercing.
4. Emergency vehicles, those with priority, as well as public mass passenger transport vehicles, may be equipped with and use other sound instruments, of various sounds, the specifications of which are determined by decision of the Minister of Transport and Communications.
5. The use of alternating sound trumpets, sirens, whistles, etc. is prohibited, except for the vehicles of the previous paragraph.
6. Bicycles, except those used in sports competitions, must be equipped with a bell.
7. The transparent parts of motor vehicles and trailers, which are part of their bodywork, including the windshield as well as any interior partition, must be constructed in such a way that, on the one hand, in the event of their breakage, the risk of injury to persons is reduced to a minimum, and on the other hand, both the driver and his passengers are visible. In particular, the transparent parts of the windscreen must be made of such material that:
a) The transparency of the windshield should not decrease over time.
b) Do not distort the images of objects seen through the windshield.
c) In case of breakage, the driver must have a clear view of the road.
8. The motor vehicle, which has a windshield of dimensions and vehicle such that the driver cannot see normally in front of him, except through the transparent part of the windshield, must be equipped with at least one effective windshield wiper, placed in a suitable position and which operates in a way that does not require continuous driver action. It is prohibited to place or hang in front of or behind the windshield, as well as to attach to it objects that limit the driver's visibility.
9. The motor vehicle, which according to the previous paragraph must be equipped with at least one windshield wiper, must also have windshield washers.
10. Trucks of all categories, buses, as well as trailers must have mudguards on the wheels of the rear last axle.
11. Motor vehicles, with the exception of three-wheeled vehicles and motorcycles, must be equipped with a system for moving the vehicle backwards, which can be operated from the driver's seat.
12. The internal combustion engine, which is used to propel a road vehicle, must be equipped with an effective silencer, suitable to reduce the noise caused by the exit of the exhaust gases and of such construction that it cannot be put out of operation by the driver from his seat.
13. The wheels of motor vehicles, trailers, mopeds and bicycles must be fitted with tubeless or tubeless tires or other tires of similar efficiency that are in such a condition as to ensure safety conditions and traction, even on wet surfaces road surface. By decision of the Ministers of Environment, Spatial Planning and Public Works and Transport and Communications, certain special purpose motor vehicles and trailers can be exempted from the above obligation, if no damage is caused to the road surface. By decision of the Minister of Transport and Communications, for each type of tire, the minimum permitted thickness of the tread protrusions is determined, below which, due to a lack of sufficient traction, the further use of this tire is prohibited for safety reasons. Motor vehicles other than two-wheeled motorcycles and mopeds must be equipped with a spare wheel.
14. Motor vehicles and trailers must be equipped with a wheel suspension system, which ensures the elastic connection of the vehicle body with them and the damping of oscillations. By decisions of the Minister of Transport and Communications, certain special purpose motor vehicles or trailers may be exempted from this obligation.
15. Cars vehicle, which can exceed the speed of 40 km. per hour, on a straight horizontal road, must be equipped with a speedometer (tachometer) that works properly.
16. Motor vehicles, except for two-wheeled motorcycles without a basket, tricycles and trailers, must be equipped with the plate or special marking device, which is referred to in articles 29 paragraph 3 and 34 paragraph 9 hereof Code. The above sign consists of an equilateral triangle with a side not less than 0.40 m long and not less than 0.05 m wide, and its inner part may be blank or painted with a light color. The sides of this triangle must be made of red reflective material. The sign must be constructed in such a way that it can be fixed in a vertical position. The specifications of the signs, their reflective material, as well as the special marking devices, are determined by a joint decision of the Ministers of Transport and Communications and Environment, Spatial Planning and Public Works.
17. Passenger cars, as well as trucks with a maximum permissible weight of up to 3,500 kg. they must be equipped with seat belts in the front seats. Passenger motor vehicles, which were first put into circulation in the country after January 1, 1993 and which will be put into effect from this Code, must be equipped with safety belts in the rear seats as well. By decision of the Minister of Transport and Communications, the specifications of the safety zones are determined. By a similar decision, the obligation to supply and use safety belts can be imposed on other categories of vehicles, as well as on the back seats of passenger cars already circulating in the country.
18. Motor vehicles and trailers, with a maximum permissible weight of more than 3,500 kilograms, must be equipped with suitable anti-roll wedges (shelters).
19. By decision of the Minister of Transport and Communications, cars or vehicles or combinations of vehicles (trains) longer than 10 meters may be required to be equipped with systems, which assist the reception of warning signals given by the drivers of the following vehicles.
20. Livestock vehicles, with a maximum permitted weight of up to 3,000 kg, may have a metal rim on the wheels, the width of which in no case is allowed to be less than 0.05 m. This rim must be continuous, cylindrical and without protrusions, corners or interruptions, and it is forbidden to fasten the wheels with nails whose head protrudes from the surface of the rim.
21. Construction machinery and agricultural machinery, which cannot develop a speed of more than 40 km per hour on a straight horizontal road, must carry, for their identification, a special triangular metal plate on the back, whose border has reflective material of red color, and the rest of the surface fluorescent material also of red color.
22. Vehicles with a maximum permissible weight of 7,500 kg or more and towed vehicles with a maximum permissible weight of 3,000 kg or more must carry, for their identification, on their rear side, one or two metal plates, which have alternating diagonal stripes with red fluorescent material and yellow reflective material,
23. Vehicles or combinations of vehicles with a length of 13 meters or more must carry, for their identification, on their rear side, one or two plates, the surface of which is covered with a fluorescent material of red color and a reflective material of yellow color and on of which special symbols are indicated.
24. The dimensions, technical specifications, as well as the placement positions of the special vehicle marking plates, referred to in paragraphs 21 to 23 of this article, are determined by joint decisions of the Ministers of Environment, Spatial Planning and Public Works and Transport and Communications.
25. By decision of the Minister of Transport and Communications, the provision of cars, their trailers, three-wheeled vehicles, motorcycles and mopeds and other, apart from the above, accessories or devices (e.g. fire extinguishers) may be required ), intended for the safety of these vehicles or other vehicles on the road, the improvement of their equipment and the servicing of the work performed by them. With this decision, all road vehicles may be required to be equipped with a box that will contain sanitary first aid material.
26. The person who puts into circulation, as well as the person who drives a road vehicle, three-wheeled vehicle, motorcycle, moped, agricultural machine or construction machine, in violation of the provisions of this article or which is not equipped with the mechanisms provided for in this article , signs, devices, safety belts or systems or that has mechanisms, signs, devices, safety belts or systems that do not meet the requirements of this article shall be punished with an administrative fine of eighty (80.00) euros, and in the event that it is not equipped with the safety belts provided for in paragraph 17 of this article shall be punished with an administrative fine of two hundred (200.00) euros.
27. The person who puts into circulation, as well as the person who drives a vehicle of another category, in violation of the provisions of this article or which is not equipped with the mechanisms, signs, devices or systems provided for by this article, as the case may be, or who has mechanisms, signs, devices or systems that do not meet the requirements of this article shall be punished with an administrative fine of eighty (80.00) euros.
28. With the exception of those defined in the previous paragraphs 26 and 27, the violators of the provisions of paragraph 12 of this article shall be punished in accordance with the provisions of the first paragraph of paragraph 3 of article 15 of this Code.
29. Vehicles transporting dangerous goods must carry signs identifying the dangerousness of the load and special signs, in accordance with the provisions applicable to such transport.
