ARTICLE 15: POLLUTION EMISSIONS, NOISE, ETC.
1. It is prohibited to traffic, as well as to drive any road vehicle which: a) emits substances or products harmful to human health or which pollute the environment beyond the permitted limits, b) generally causes from its movement and operation noise beyond of the permitted limits.
2. By a joint decision of the Ministers of the Environment, Spatial Planning and Public Works and Transport and Communications, the permissible content limits of substances harmful to human health and of gas products that pollute the environment, emitted by road vehicles, as well as the permissible limits of the noises caused by them. All the above limits can be scaled according to the age of the engine and other technical characteristics of the vehicle.
3. Those who violate the provisions of paragraph 1 of this article are punished with an administrative fine of two hundred (200.00) euros and with on-the-spot removal of the vehicle registration data from the person certifying the violation, in accordance with the conditions and procedure of article 103 of this Code. The removed items are kept at the competent Authority until the offender submits a note from the competent Transport Service on the suitability of the vehicle in terms of exhaust gas or noise emissions. In those areas where the exhaust gas control card has been applied or will be applied, the offenders are subject to the penalties provided by the relevant provisions establishing this institution.
4. Drivers of road vehicles are obliged not to disturb other road users, passers-by and residents on the road, by causing, among other things, noise from the use of a sound system or from any other source, dust, smoke or throwing liquids, whenever can this be avoided. Violators are punished with an administrative fine of eighty (80.00) euros, except those who cause noise by the use of sound systems, who are punished with an administrative fine of two hundred (200.00) euros and with the on-the-spot revocation of their driving license for thirty (30) days, in accordance with the conditions and procedure of article 103 of this Code.
